1.        WELCOME

Jeff Watkins, UEC Chair, called the meeting to order at 12:07 p.m.

2.        APPROVAL OF MINUTES - January 7, 2004

Motion:        Kiran Bhayani moved to approve the minutes.  Rick Campagna seconded the
motion.  The minutes were unanimously approved.

3.        FINANCIAL REPORT

Wendy had computer problems this morning and was not able to print out a financial report to be
passed out.  She reported that a lot of money has been coming in from fund-raising this past
month.  The only expenses that have been paid out are the monthly expenses for the executive
secretary and the Web site amounting to approximately $260.00.

Funds were received from three societies this past month.  Those still owing for dues and Journal
expenses are ASME and IES.

4.        COMMITTEE REPORTS

    A.        E-Week - Linda Bachmeier

            1.        Program Subcommittee - Carl Cook: Carl has the traditional program with a lot
of information in it and then he had last year’s which was the Journal with a one-page program
outline in it.  Carl is trying to decide which format we want to use this year and asked for input.
We should probably put the ACEC award nominees in the program since that information is not
in the Journal.  Linda thought we should follow what we did last year, but use both sides of the
paper and just slip it into the Journal.

Linda reported that things are coming together.  She said we are a little slow on the ticket
sales.  Rick Campagna reported that with the information he has so far, we have sold 185
tickets.  He said there are five or six societies who have not reported back to him yet, though.
Linda said that SWE will be buying 15 to 20 tickets.  We need to make sure we have a name
associated with each ticket.

The proclamation was signed on January 12.  We had a pretty good turnout.  Linda will
get a frame for the proclamation and would like to display it at the banquet entrance.  She will
need an easel.

The entertainment is taken care of.  We do have two banquet sponsors now, so we have
the full sponsorship taken care of.  (CH2MHill and Larsen & Malmquist)

Linda needs volunteers between 5:30 and 6:30 to help getting people their name tags and
to their assigned tables.

Utah Foods is working on getting our liquor license straightened out - it mistakenly says
our event will be at the Salt Palace.

Linda will use her own laptop so she can have the program loaded onto it and ready to
go.  She will also have a backup of it on CD as well as a second laptop on hand, just in case.
The speaker will have his own laptop and projector and just needs a screen.  Linda will be
working with Webb Audio/Visual to see if more than one screen is needed and to get the sound
system set up just right.

The ACEC powerpoint presentation is done.  We may just want to add our own to that
so it will be seamless.  Linda would like to recognize the banquet sponsors on slides that will
continue to rotate throughout dinner.  She would also like to have a slide recognizing all of the
other UEC donors.

    B.        Publication Committee - Sarah Winkler: The Journal is at the printer and should be
printed within the next week.

            1.        Directory for Next Year - Permission to Use Society Lists: ASHRAE, ASME
and USPE all reported that their policies do not allow us to use their membership lists in a
directory.  ASME reported that their policy is that we would have to solicit each member
individually and ask for their permission to use their information in a directory.  Jeff Watkins said
he has heard that ACEC-Utah has had some problems getting their publication together this year.
They are struggling with the advertising because ACEC did not allow solicitation of its own
members for advertising.

Sarah said that we will be printing 6,000 Journals and mailing 5,100.  We will use 300
for the banquet, which leaves about 600.  Larry Reavley at the U of U Engineering Department
asked if we would make an effort to distribute the extra Journal copies to high schools.  He sees
that as part of our role.  Sarah will bring a list of high schools and she would like to divide that list
among the societies and have them distribute the copies.  We will need to keep a few copies for
advertising samples and historical purposes. Kiran wondered if we are still sending them to the
legislature.  He can send them postage free through his building mail if we want to do that.

    C.        Fund-raising - Paul Oestreich: Paul reported that the current total for fund-raising is
$6,900.  Ken Rendle reported that this is the best fund-raising year we’ve had. $4,000 is from
business card ads.  Sarah and Ken have put a lot of work into soliciting business card ads.  Ken
reported that there are four checks pending.  Susan received the Carter and Burgess check and
gave it to Wendy, so that brings our total to $7,000 with only three checks pending - $100 from
Hexel, $250 from Okland Construction and $125 from Triumph Gear Systems (formerly Rolls-
Royce).

Linda mentioned that scholarship donations this year total $2,455.  We are giving one
$1,000 scholarship this year.  She wondered if we want to give two scholarships.  We would
have to be able to sustain that from now on.  We should probably look at an endowment of some
kind.  Currently we do not have a separate account for scholarship money.  Currently the extra
scholarship money is in the savings account.  Last year we only raised $1,510 in scholarship
money.  This year will be about $3,000 when all the money is in.  We should have $510 left from
last year.  Carl said it would be nice in the future to be able to give one scholarship to each of the
three universities each year.  In 2002 we only collected $1,440 for scholarships.

Motion:         Sarah moved to give two scholarships this year.

We need to make sure the scholarships are enough to be worthwhile.  Jeff felt that we
should not give two this year because we need to establish a track record before we do more.

Motion:        Linda Bachmeier moved that we have a committee look at long-term
strategies and determine what we need to do to be in a position to award multiple scholarships
each year.  Carl Cook seconded the motion.  The motion was unanimously approved.

Jeff said the first thing we need to do is put that money in a separate account of some
kind.  Wendy asked if we know how much of what is in savings is scholarship money.  Linda said
there is close to $6,000 in the savings account.  We will have to determine how much of it is
scholarship money by going back through the financial reports and determining what was left from
previous years.

Carl felt that it would be a good opportunity to mention at the banquet this year that our
goal is to be able to award a scholarship to each university each year and encourage donations so
we can accomplish that goal.

    D.        Membership Committee - Jay Nelson: Nothing to report.

    E.        Legislative Committee - Wendy Grosvenor: Wendy mentioned that someone from
Utopia (a fiber optics network program) contacted her asking if they could make presentation to
UEC in hopes of obtaining an endorsement from UEC for a Salt Lake City Council meeting.  Jeff
Watkins apparently had a call from this same gentleman.  Some people expressed interest in
hearing the presentation for information only, but we’re not sure UEC would take a position on
it.  It was decided that Utopia would receive an invitation to make a 10-minute information
presentation at our April 7, 2004 meeting.

    F.        Awards Committee - Carl Cook: The committee has met and has made the selection
for the Engineer of the Year, Engineering Educator of the Year, and Fresh Faces awards.  Carl
couldn’t open the Dr. Widauf picture, so he needs another one.  Carl is ready to have the plaques
made.  He needs to order those by tomorrow.  He still needs the MESA teacher.  Michael
Norrie should have that information.  Linda also has a contact at her work for that name.

    G.        Scholarship Committee - Wendy Grosvenor: There were seven applicants from
BYU.  The scholarship winner should just get a certificate, not a plaque.  Linda reminded Wendy
to bring the checkbook to the banquet.  Susan will send the UEC logo to Wendy for use on the
certificate.

5.        OTHER BUSINESS

None.

6.        ADJOURNMENT

Motion:        Wendy Grosvenor moved to adjourn the meeting.

The meeting was adjourned at 12:50 p.m.
